I can't say for sure myself, but I did a bit of searching and supposedly it completely makes a pet full in 1 or 2 bites and doesn't mutate the pet in any way, shape, or form. It's one of those items that can be locked in the inventory and used forever it looks like.

yep I've got one, it's boring that way. It will feed each of your pets full, one at a time. Full, which lasts 8-10 hours. It convenient if you've got an eater pet that you don't want to put in the Resort or the Inn or if they're not working.

So it's a constantly feeding thing? Well, that's even more boring than I thought.
