Since players don't really submit artwork (with the exception of CW's), I'm not certain how this would work.

This seems more like something a player(s) could run in the Art Discussion forum (or hold a contest for). :)

they dont ereally "submit: it on league either they just post it on the forums. users submit it to mods saying hey this person drew this subeta item and it looks cool. then the mods take the best of the submissions andmake a video

You'd probably have to have an official submission process if Subeta was to have something like that. Otherwise, there probably wouldn't be enough artwork, or we'd probably be seeing the same artists' work every other week.

LoL also has a much larger community than we do.

Then we must make a much larger community!!!! more people to join the subeta way

There's already a fairly large delay in the current site features...I can't imagine adding more to the staff's plates. (coughCW's,token shopcough). Plus, I wouldn't support it anyways, even LoL's don't interest me.
