if its retired is it worth more or is it 9mil?

All depends on the item and how popular it is. Some tend to skyrocket when they retire others kinda stay at 3-5mil or sometimes 2-3mil.

I'd say it depends on the item and how much a user is willing to pay for it. I've sold retired Delish items for a bit under their going rate and yet other pieces I've had to slash the price in half before someone would buy it.
