Is there a specific time or place that these REs happen? And does having no Invites in your "other currencies" heighten this? Just curious as since I started buying them I have had zero REs, whereas when I was selling them I'd get quite a few.

Nope, it's just a regular random event. I've been getting a ton lately (none today, or yesterday I think but I got two the day before that and at least one a day for quite awhile) and I have almost 2 dozen invites in my currencies.

It is pretty much random but I find that if I go explore a lot I raise my chances of getting them. I typically get them while on quests or while exploring and I get maybe one a day some days I get lucky and get 2 even 3 invites (and some days like the past two days I get none). There have been days when I see a lot of people haven't gotten any, so some days the events just don't happen very often. But I definitely recommend browsing all over the site to increase your chances of finding them.

Yeah, I pretty much don't get any when I hoard them or don't spend them often, but I don't think it's because I hoard them it just so happens to be that I keep getting more as I run out, which works out well for me. I do try to keep some spare in my vault outside of currencies just so that I don't go on spending sprees, but it doesn't help because I end up getting WL SbQ items anyway.

It's random, so the more you play the more you are likely to get. They used to be price controlled by TPTB, but if they're doing that, they're not keeping to the 500K price peg they mentioned at the time. When they were price controlled, if the price dropped down below the peg by a lot, the RE would be pulled from the queue.

I have at least forty of those things hoarded, and nine redeemed in my Currencies at all times just in case. I don't sell them unless the going price in user shops is very nice.

This doesn't affect my odds of getting more at all. I used to sell them or use them immediately. I get one or two per day have been getting that many even before I started keeping them redeemed and hoarded.
