Are they random? or do they happen at certain times? once every __ minutes?

I'm pretty sure it's at random. A long, loooong time ago it used to be on set times. But that made it too easy for restocking, if I recall, so they started randomizing it more. But I think it's typically between 2-5 minutes.

is right, they're usually around 2-5 minutes, the highest I've seen (at a time when they were working properly) was about 17 minutes, I believe. By the time it gets over 10 I usually start to refresh pretty often because it's about due for a restock.
