It's completely random. I've seen people get it on their first refresh and some who had to do days of refreshing like myself. You can use an auto-refresher to continuously reload the page until you get him.

Thanks for the tip. I know it's random, but some random events are more rare than others so I was hoping this would be a relatively common one. A few days sounds better than the months I was refreshing for the snowbeast on neo.
