I think they are, although I would imagine them being a lot more rare now that there is a cap on daily vending.

If it helps, the daily cap on vending is currently 250 vends (500 tokens) across all machines. This probably means fewer riptides have vended (although some apple background is also available as a rare vend from the Grave Digger machine now).
