There's a pet with the name I want, and it belongs to a banned user. Will the name become reusable when the account is cleared or something?

accounts don't clear anymore, but you'll still be able to get the name once it's been a year since the user got frozen (the date it shows on their profile) by renaming or adopting a new pet :)
