But when is the next clearing for them?

I think they all clear at different times? Like if a user hasn't been active for a certain amount of time at the top of their profile it should tell you it's eligible for clearing at x time/date....

They don't clear all at once anymore. You need to look for a username you're interested in and check the profile. If they are inactive there will be a notice stating when the name will be up for grabs.

Example: is already inactive.
