What's the difference between a Pet Overlay and a Custom Pet?

I know that I won't have to pay 500CSC for using a Pet Overlay and I will if I want a Custom Pet but I still don't completely understand something:

Also, are there any kind of rules from when you MUST buy a Custom Pet Overlay and when you can feel free to just not do so?

Exactly. I have a few custom overlays and they show up for me everyone on the site, be it on pets.php, the training page or the job center. But it's not only about your view, others will see your custom overlays everywhere your pet shows up for them, too for example on the forum pet leash.

And there are no rules as to what can be free verses what must be paid for, it's preference: free for profile only, pay for everywhere =3 There are still a couple of places where custom overlays aren't showing up, but I think that's on the to do list to fix.

No problem ^w^ Personally I think it's a great system and I hope you'll enjoy it too if you use it. It's probably worth mentioning if you're thinking of submitting a custom overlay that you're currently unable to actually assign it to any of your pets, the bug has been reported and is being worked on however.
