So my reward for the vesnali plot was just a bunch of enemies? :( I was kind of hoping for a better reward, since my strongest pet is only tier 2 and I can't fight anything other than the first one. -_-

You dont HAVE to fight. Its not a requirement to move on either.

and yes, I know. I have the tendency to completely forget about training my pet. If only I had more money I could autotrain them lol.

You also saw nothing to tell you that it was over.

I've noticed in the past they end plots with some kind of solid, conclusive banter with NPC's or even (I think?) make some kind of official announcement/comment saying when it ends (at least a few I can recall, they even gave people a day or so after the final step was released to catch up if they needed to).

So it's pretty safe to say that you'll probably know for sure when it is over, especially if you've been following the guide in the Vesnali forums. =3

Also mentioned in the news comments that battling isn't necessary to progress, so no this isn't the last step (aside from all the other clues like the fact that there was no final reward/prize shop/whatever they're doing this time around).

There's a note in Esther's shop as well that kind of implies more to come...
