It was given to the top 20 battlers (based on raw damage) who fight Hydragellos in the BC

So I guess it's almost unobtainable for achievement :<

As far as I know yes but you might want to ask on the battle board. I could be wrong, it's been known to happen lol

You could try the achievement lending thread. It might be a bit difficult to find a lender and you'll need some serious collat probably but it's possible.
