how do i check my pets rating?

Go to personal on the top bar, and then while hovering over it, click on "pets" and then you can see their pet ranking under their stats.

sorry. what i meant was like the rating of a pet to be 100 or more, for the blue building.

A rating of 100 is easy. Just total up your HP, attack, defense, and speed and you get your pet rating. For example, my pet UltimateFriend352 has 1663 HP, 1685 attack, 1690 defense, and 1650 speed, so her pet rating would be 6688.
