I stumbled upon this in the apocalyptic apothecary. I don't exactly think this is...normal, per se.

It's for the plot. :) One step is to restock something so the staff did that to make it fair so everyone can restock something.

it would be because part of the itinerary for this port is to buy an item from the apocalyptic apothecary. Thus the staff must have stocked it up so everyone could nab something to get that checked off their itinerary.
