Can someone refresh my memory? Where to go go to get alchemy points to learn scrolls?

Your intelligence points determine how many Alchemy Points you have. 1 Alchemy Point is 16 Intelligence. It's a little bugged at the moment, so you have to read a book on the 16th point for the new AP to trigger.
