If I recall correctly, Romeo is dating Rosaline at the time he meets Juliet. ;) He's reluctant to go to the Ball in the first place because he still has feelings for Rosaline.

he's not dating her, rosaline is too stuck up and doesnt want anyone to love her and thats why romeo is so sad in the beginning. he goes to the ball because benvolio convinces him to in order to meet some one else and get over rosaline.
