Well I have a few different scenarios: If your character is a human, it would have gone something like, humans have engineered these beings, but upon relization that the new species were not capable of evolving beyond their animalistic behavoir and mannerisms they had nothing left to do with them but to put them up for the pet trade to shown to the public.

If your character is another anthro, there has been a deformity or mutation that has sprung up causing some of the anthros to revert back to a feralized state, and because of this they are no longer are treated as actual citizens, yahda yahda.
