Either at Atebus or The Fair Grounds. They CAN both turn your Pet Spectrum / Reborn, but you'll need a lot of luck ^_^

Okay (:And How can I create a Galactic pet's?

Go to the Coda Caves, on Atebus, and get a quest from Iltallo. He will ask for 4-5 gems of random colors. You can dig for the gems in the caves, or buy them from user shops. When you give him the gems, he'll turn your pet Galactic.

BUT you can only do the quests at the 6th and 7th of each month, so you better hurry :D
