When I hear flask I think science so maybe your little story can be based on that, flasks could as be used as an alcohol reference or something to do with magic.

Personality I adore graveyard ruffies so I'd keep him as is X3 You could made it where he was lab rat for a mad scientist or is a scientist himself.

As for Congress the first thing I think of when I read Congress is politics so maybe he/she could be a politician or a past leader for a political group or a world leader.
