When is Peka Glade open? I keep going and it's always closed...did I miss something?

Look in this thread to see when the Glade is open. The Glade has been protected by Calvin Blackmoon because of Emma's suggestion, to preserve the Glade. ;) And thus it's only open on two certain times a day.

I found it open around 5:30am Pacific Time but I don't have the right vessel for the water. :(
