Well let's just say I've seen 12 year olds walk around with lip piercings. So I'm guessing atleast age 10? Not sure if they are 10.

Just because 12 y/o's have liprings doesn't mean they got them without parental consent. Some parents are just more open to piercings, I guess.
Around here I think the limit is 18 for piercings? I'm not sure. I'm thinking your guardian would have to be there to sign the consent forms or w/e, though.
My friend was 14 when she got hers, and I'm pretty sure she had to have a parent there physically to get it. :p The age to not have parental consent has to be at least 16, if not 18 here.
The age of consent for oral piercings is 16, if you bring a parent you can get it from 14 up. 12 year olds probably get them illegally or do it themselves, which is really fucking stupid.
You /should/ have your parent there physically if you're under a certain age, some piercers might let you off if you just say you got their permission but I wouldn't suggest going to piercers who overlook age restrictions and stuff, they might overlook other things like hygene...

Honestly. I don't know why you'd want to put a hole in your lip. Majority of them (not saying yours will) look horrible. Plus it's just a a trend ;(
Depends on the shop and where you're at I guess.
Any shop I've ever gone to requires parental consent if you're under 18. And not just a signed form but, your parent has to be with you and sign the form. They also photocopy your parent's driver's license on the back of the form for liability reasons.

If you're under 18 and still in school (not counting homeschooling), you may also want to look into your school's dress code before paying for something you may have to remove before it's healed properly. Same with a job, if you have one.
