right now i have access into the blue building, but i want to adopt out my pet with the overall rating of 100+ if they were no longer on my account, could i still get into the blue building?

You know I'm not 100% sure on this but I would imagine so. After they are completed I don't think they can uncomplete themselves. You may have to get a definite answer from someone else though :-/
