I've been trying to get the r99 achievement, but all my pets say the same thing over and over - will it work eventually or do I have to give up and try a different item?

They will eventually. It will only say that a toy is boring when they're at their maximum happiness. Minions keep pets happier for longer so if you'd like it to get unhappy more quickly you could try removing its minion.
