It's a potion, but you have to create it from a few different items. It's from an Artificial Prism Chalice and a Bucket of Polar Water. The chalice is buyable at the Millionaire Center and the bucket is obtainable if you make it to the end of the Ice Field.

You need to use the Glacier Potion There are no elixirs for Glacier pets. You can make a Glacier Potion if you're lucky enough to find a Bucket of Polar Water in the Polar Ice Field and buy an Artificial Prism Chalice from the Millionaire Center and combine the two over at the Asmodeus Genetech Lab.
Good god I'm slow writing this stuff, apparently :P
