Alright. So I have two art related questions.

1. Does anyone have a helpful tutorial on making overlays? I've always wanted to be able to make them, but I can't, because I don't really know HOW. If you don't have a tutorial, could you direct me toward someone who would be able to help me out with doing them? Or maybe help me yourself? Or... Give some tips on how to make them good/better?

2. For some reason, when I open images of subeta pets in GIMP, and I try to like... Add a new transparent layer to color on top of the original, it's like the layer didn't come up, and my paintbrush tool turns into a pencil-like tool. The paintbrush tool is still selected, but it works like the pencil. Do I need to do something, or do you think it's the image itself, messin with my GIMP?

I can't help much with the first question as I don't make overlays myself, but for the second question, is it saved as a .gif? If so, that's why, just re-save it in another format (such as .bmp or .png to keep the quality - I don't reccomend .jpeg) and open it again and it should work fine. :)
