I say it to my family, all my friends friends and my boyfriend. Heck, I love saying 'I Love You!' I might just overuse it .. c:

I've said it jokingly to my friends if they do something supar funny, but those 3 words seem to come much easier in other cultures. Like, if we're in a tough spot, my parents cal tell me "Jeg er glad i deg" which basically means "I'm fond of you". That's happened, say, when they told me they were divorcing, and when I was really sick once. I've never said it to them, but my little sister says it a lot to our mother. It might have something to do with gender? I don't know. Norwegians r cold peeplez.
I tell it to my family, my cat, my close friends (only when they think I dont love them and if they say "You don't love me"), and to my subeta family :D
My husband and kids.... I don't want to just throw those three words around as though they're meaningless.
I had guys in the past tell me they love me after a very short period of time and my typical response was always, "No, you really don't." And typically that was when I was done seeing that person. I never used to deal well with the commitment those words imply. xD

I say "I love you" towards my parents. Haven't said it to my brother and sister in a long time, but I think they know xD sometimes. I say it to my grandmother :3 she's the only one I have left so all my 'grandparentslove' goes towards her.
And then we have the boyfriend ^^ we were together for I think 6 or 7 months when I finally said it. I don't want to say something I don't mean and although I really really cared for him before I though it was too soon to speak of love. I said it to me when we were together for 4 or 5 months, which was kinda awkward - but he understood me and trusted me and still liked me 8D He's the best.
I think that if someone says that he loves you, you don't automaticly need to say it back. I dislike that! In my honest opinion you don't feel it that much then, you're just saying it because he did and the situation would be awkward if you didn't say it back. I randomly say it when I feel the most happy :3
I never say it in a text message or something like that, I refuse to do that. When you're closing a message it could happen that you just put the I love you there because... well you always do. That's a common way to close your message. You don't mean it then, it's a habit.
D: come to think of it, I probably should say it more often to my family. They know I do love them,, but still...

Well I wouldn't say it's rude not to say it back... it's just awkward. But you did prove my point that sometimes you just say it back, because the other person said it first.
I don't really say it to anyone :P my family is super non touchy feely, and we barely say we like eachother. We let the others know when we don't though :/ TBH it sounds kind of embarassing and passionate in swedish anyway.
In relationships I'm never the one to say it first and I'm always the one to bail. I wouldn't say it to a friend either, or perhaps I have, when they've been really upset, to soothe them, like it's okay, I love you, he's a jerk. You get it.
The I LOVE YOU thing is so weird. What are you gonna say once you really mean it if you abuse it like that?

My mother and pets. When it comes to saying 'i love you' to my parents, i just don't unless they say it first, which is never from my dad. But I tell my puppies I love them all the time
My boyfriend of course. I mean it so much when I say it to him and he's the only one I say it too that is outside of my family. hehe.
I say it to the one I love, of course. :) My sweet-heart boyfriend. And he says it to me as well.

I say it to them every time we say bye. Because I'm always scared something might happen to them and I didn't get to tell them. I'm generally really close with my family though. I was always brought up being told that I was loved. And I tell my best friend when I see her because it's really not often enough.
And I tell my dogs when they do something stupid or funny. Or when I'm feeling particularly emotional.
Haha, I'm just a lovable person. But, it's different kinds of love for different people. I certainly don't love my dogs the same way I love my husband. But it's still love.

I only say it to my boyfriend, and even then its not like "LOVE YOUU" every five minutes. My family aren't the kind to say that kinda thing to each other xD My one female friend says it to me quite a lot in that slightly annoying high-pitched voice way, which i always imagine will be accompanied by air-kisses. She doesn't go that far though. So i say it back to her, in that situation.
