How would I know when a username is available? There's a username I want, but it's frozen at the moment. Is there any way to know when it'll be cleared? Or do I just have to kinda check daily? o.0;; Or is there a time when Keith does them all at once?

Stalk the B&C and wait for a bunch of name changes. :P Idk for sure but it seems like Keith clears them randomly, and any account at that random purge that has been inactive for a year gets deleted. I think. ^^;

No one knows when exactly it'll be cleared since it has be done manually. You can only get an idea of when it could theoretically be available by sending in a ticket so that a UA can look since when the account is frozen ~ however it'll most probably take some more time until it's finally cleared then.
