You can't get any of the NPC bases, costumes, etc. They don't stock in shops and you can't vend them. They're only there for the NPC accounts' avatars. (:

Because there is a HA for Titania and there have to be items to create that HA. Those are wearable items and 'All Clothing on Subeta' shows ALL wearables. Generally you have to watch out since most of the NPC items look different from others.

See? They always have the NPC base.
