Each tome gives 1-3 Points of Level, Strength, Defense and Health. They can be bought from User Shops or acquired as a random reward when you turn in Mage Amulets to The Elemental Mage who lives in Subetas Shadowglen Graveyard.
...and I think the price is a bit high right now because of all the pet stat achievements that were recently released.
