I've checked back to the token shop a lot lately, but there's never ANYTHING there. Does it restock like a normal shop, and if so, how often? Or is it just a random thing when something appears?

It restocks very rarely and random. When a new TS item comes out it will be anounced in the news and a Restock of that and maybe some other items comes. A few hours later it restocks again. Other, not anounced restocks are very rare.
