Where does it come from? I've never seen the 'empowered' thing before

Saggitarius uses one when you fight him. I believe it's one of those NPC-only items that only exist in that context.

Its a Weapon Usable only B Saggitaruius In the Battle Coliseum, It can be stolen, but you dont get to keep it after the battle :)
