I was just looking at my achievements and although they don't say 'retired' I can't get these two. Both are over, but will they be back at some point in time?

Yes, the reading drive will be back, as well as the restocking war... just keep on checking the news.. it'll usually be posted when there is one. There's actually going to be a reading drive coming up soon so just keep checking.
