So I wanted to know that if it's two different computers (Same internet connection) Will we get banned/frozen and thrown off the site?

No, you're fine. You do need to send in a ticket via Help, and explain the situation (both your account names, if you're using the same computer or same connection etc).

He didn't want to make an account till we were sure about it all. So it's safe to make one now and send in a ticket before he starts using it?
