can you get the sack of candy or the pastry box or wigs anywhere apart from user shops or auctions or trades?

I'm not sure which wigs you mean. The Box of Pastries used to be available in the cash shop in a Mysterious Costume Trunk, but it just retired. So user shops/trades/auctions are it.

Some wigs stock occasionally in the Token Shop, but thats fairly rare.

There are a few wigs that restock the main shops if I remember right, but there's less than a handful of them at best. Some restock in Subeautique, some are from the Cash Shop directly, some are from Mysterious Costume Trunks, Donation Presents, and monthly Collections, some come from the Free Gift, at least one is in Blackheart Hollow and there are Token Shop wigs.

You've probably noticed, there's no general place to find them :P
