Can you get rare and super rare items out of the Blue Sky vending machine? Also can you get the newest books from there?

I did get one of the newest books out of there just now! Woot! But it is Normal rarity so the question of rather you can get rare or super rares still stands?

You can get anything under r.80 from vending machines, excluding some things that are specific to vending machines (such as the Riptide which can be vended from Ocean Depths), or some donation presents/retired items which are quite rare.
