The servers are out of sync :) Sometimes you'll note that the timer's working fine, other times it'll be off by an hour. You'll notice the times on forum posts are stuffed up too :P

Clothing store haven't restock in over an hour?!

I think the clock in the shops is just off. Deduct one hour from the time, that should be the accurate one.
