does it ever restock?

It sure does. They rarely announce it, though, unless there's a new item being put out.

I know restocks it several times at a day, at different times to give people from every time zone a relatively good chance at something. You just have to check it when you can, because it's unannounced and random. :)

It depends on what's stocked, how many of that item is stocked, and how badly people want that item. Sometimes it can sell out completely in 2-3 minutes.

Not everything will restock at once either, it will most likely only be one item - the latest one released.

Edit: Also you can only buy one item every 12 hours.
