I think there's times when the shops are cleared of items, but I don't think you can get RS banned.

It was possible in the past, but only if you restocked too many high-rarity items within a short period of time and since high-rarity items got even rarer thanks to system tweaking some time ago I doubt it's still possible to get banned here. :P
