I hear you can get if from the Seedlings shop? If so, how often does it restock there?

It does restock in seedlings. I'm not certain how often r99s stock, but I doubt it restocks more than 1 or 2 a week.

It has Rarity 99 as far as I know so it restocks very rarely I am afraid. :)
