Change your password, login again and wait 5 minutes. Then try again. Your USD are not wasted, don't worry :)

Oh that would stink if you ended up not able to use it, but I have never had a problem with the Cash Shop items so!

I would have to agree with Lain on this one.

This is a common glitch that happens sometimes with the ISS. When I changed my name the first time I had it too. Changing the pw solved it ^^
