Why is it that some billboards show MUCH more often than another? I submitted a billboard not too long ago and I've seen it once. I've seen others multiple times, and it's making me wonder what I'm doing wrong. Do I need to make another billboard? I just don't get it.

that's what I purchased. the 100k one. But it's the same billboard I see repeating over and over, many of them. So then... can you submit duplicate billboards?

Personally, I submitted two of the same billboard. It's possible.
But during holidays, there's always an increase in billboards.

once it was accepted when will do they put them up i just got one accepted
The moment they're accept, they'll start showing. You may not see it right away, though. Keep refreshing, and you'll eventually see it.
I just saw it its nothing fancy as im not great at art
