I know that you need a certain amount of sP (around 750k?!)...then why can't I make his quest? Because I have around 3 mil...? Did the amount change or something? Please help! :)

Is any of that money in your shop till, since that might not count towards it? It should be 750k, or at least it was last time I heard.

As far as I know, sP in the shop till doesn't count. Saggitarius needs to be able to see your money because he's that greedy. XD
