I don't know what the cheapest are, but if you look in the Food Market and Toy Box (Main Shops), you'll find several for under 200 sP each. If it's specifically to keep your pet happy and bloated, I'd suggest the Lakeview Resort on Veta Lake. For 100 sP per day you can keep your pet happy and bloated for up to 2 weeks.
