If you go under the amount of sP he requires, that happens.

Whenever I do Saggitarius, I always have at least 1m sP available, and I don't spend more than 15k x however many items he asks for.

he demands atleast 1 million in sP and his quests can get pretty expensive

Btw, since his quests are so expensive...If you do them right, does he give good rewards?

- as said above, if you stick to only spending around 5K - 25K per item you will make some good profits. Just be warned that you will have to quit quite a few of his quest. (btw, he only gives out sP rewards)
