Dial-up layout?

Does subeta have a dial-up layout or not? and If so can anyone tell me where to change it? x.x'

As in a layout/css that doesn't have all the pictures/drop down menus etc. The current layout for everyone takes nearly 5 minutes to load every page on the internet i have access too.
