One of my friends got frozen...yet it says there on. Hows that work?

Frozen users are allowed to log on to make tickets to appeal their case, I believe.

When frozen, accounts are still accessible for the ticket system. That way, he/she can appeal their account being frozen. So, your friend is probably online, but not able to use the site fully.
