Yes. You have to unlock tokens in order to use them for anything.

Really? My locked tokens never vend. When I run out of unlocked tokens I get the "You don't have enough tokens! ):" message..

I have to unlock them to use the zappers. I remember because its SO frustrating whhen they get zapped into dust :P So I'm pretty sure they have to be unlocked for BHH.
