How do you get the different colors?

I've seen this asked before but never got a chance to read it. ;

I thought it was an item but I didn't know what it was.

- I believe it's one use though, you can only change the color once with it [but you could buy more if you'd like to change the color again]

Man, I want one of these. Saving up for one at this current moment. Taking a while though because as soon as I have only like 5k to go I end up spending it all again. n_n; I'll get there though. Well, hopefully...
