Have all the Bobbleheads been released? I am missing some for my collection and can't seem to fugure out what items I need to buy in cash shop to get the last of my collcetion....

I think which ones you get is random, not based on getting a certain item.

Also , I believe I recall Keith saying that the Bobbleheads are listed on the collection page in increasing order of rarity, with the last few being EXTREMELY rare. I don't have a source right now, but I'm fairly certain.
