I've been trying to get my pets a job but they keep getting denied, I've been sending my pets to get level training and been reading books but still got denied.

I'm fairly sure the job agency is based solely on intelligence. You will need to keep reading books to your pets. The highest one requires either 400 or 500 intelligence points. There's stat boosters but that's pretty expensive and you can get the books for cheaper when you're first starting out.
